Casey City Council held its regular meeting on Monday, January 19, 2026. All members of the council were present.
During public comment, Dan Kibler of the Clark County Post provided a brief update on the development of the new local newspaper.
Public Works Update
Public Works Director Ryan Staley reported that an offer has been made to the Walkers regarding the I-70 project. He noted that the winter months are being used for staff training and system maintenance, particularly within the water and sewer systems, including lift stations.
Mr. Staley also reported that the transition to EJ Walker is progressing well, with issues being addressed as they arise.
Economic Development
Economic Development Director Tom Daughhetee addressed the council seeking approval of a resolution authorizing submission of a Regional Site Readiness Grant application.
Mr. Daughhetee also noted that a 50th anniversary ribbon cutting was recently held at Richards Farm Restaurant. Mayor Mike Nichols said he presented a plaque to the Richards family in recognition of the milestone, adding, “It’s a rare thing to keep a business going in one family for fifty years. Keeping a restaurant going that long is a whole other thing.”
State Representative Adam Niemerg attended the event and also presented a plaque to Diane Richards.
Mr. Daughhetee further reported attending the IECC Economic Development Conference in Noble, Illinois, alongside Marcy Mumford.
Looking ahead, Mr. Daughhetee stated that he plans to recommend entering into an agreement with Equity Enterprise, LLC, a subsidiary of Casey Home Solutions based in Philo, Illinois. He explained that the company provides professional code enforcement services and has worked with land bank communities for several years. He added that Paxton, Ridge Farm, and Nokomis have recently contracted with the firm.
City Attorney Tracy Willenborg advised the council that although the City of Casey has not adopted its own building codes, all municipalities remain subject to statewide building codes. She noted that adopting customized local codes could help reduce complexity and cost, urging the city to act promptly.

The council also approved the following items:
- A resolution for the Casey Historical Society Parade, scheduled for Saturday, May 9, 2026
- Minutes from the regular meeting held January 5, 2026
- The December collector’s report totaling $676,746.52
- Ordinance 604, prohibiting the sale of kratom and 7-hydroxymitragynine (7-OH) products
