Martinsville City Council held its regular meeting on Wednesday, April 22, 2026 at Martinsville City Hall. All members of the council were present.
Public Comment
A neighborhood dispute has been brought up during public comment of the last few Martinsville City Council meetings. Several residents in the neighborhood of north Illinois Street in Martinsville addressed the council with their concerns.
According to Kodi Morecraft, the dispute began when she relocated two farm dogs from her home in the country. She noted that the kids from across the back yard would often come over to pet Kodi’s dog. She said that she didn’t really mind that. However the farm dogs were not accustomed to being approached. For the safety reasons, Kodi warned the adult neighbor, not to allow the children to pet the dogs.
Since the dispute began, several neighbors have reported multiple conflicts and alleged threats directed towards them. Martinsville Police Department has responded several times and City Hall officials confirmed receiving numerous phone calls.
Martinsville Chief of Police Ryan Slater addressed comments from the neighbors explaining the limitations of statutes and the necessity of complete evidence of a chargeable offense. Both Slater and Wilson expressed sympathy for a bad situation which falls into an area where there is little that can be done.
Morecraft brought up 720 ILCS 5/26-4, however Chief Slater was quick to explain that the statute mentioned does not apply to house-mounted security cameras, but the law applies to locations where a person has a reasonable expectation of privacy.
Slater explained that the police do not decide what charges the State’s Attorney will or won’t pursue, and that police only recommend charges. It is then up to the State’s Attorney to decide what can and should be prosecuted.
Mayor Robert Lovell suggested the dispute was fundamentally a neighborhood matter residents themselves would need to address collectively, asking how three individuals could “run” a neighborhood of eight to ten residents.
Alderman Chris Davidson echoed that city officials have limited grounds for municipal action. “There’s no grounds of anything. Yeah, they’re just pestering the crap out of you guys,” said Davidson. “The problem is they’re winning.”
Mr. Dowd and Ms. Morecraft remained behind. “We want to be peaceful,” said Travis Dowd. “And my kids to be able just to be kids.”
“What can the city council do?” Alderman Harley Craig said, “We deal in legal and your guys’ problem is civil.”
Ms. Morecraft and Mr. Dowd both thanked the council.
Mayor Lovell mentioned that the City has completed its side of the Union Street project. New valves and a new hydrant have been installed. Remaining work will be completed by the railroad.
Summer Rec Pickleball & Volleyball Leagues
Lovell also mentioned having spoken with Taylor Manuel about having summer recreational pickleball and volleyball leagues. He noted the net and posts have been received, along with grant funding to provide sand for the volleyball courts, expected to be approximately 15 inches deep.
Arbor Day Proclamation
The mayor noted having signed an Arbor Day Proclamation on April 24, as the last requirement to be fulfilled toward being recognized as Tree City USA community.

Mayor Lovell noted that being Tree City USA recognized improves the City’s position in grant applications, and adds to the beauty of the town.
Alderman Harley Craig added that he is coordinating with Mallory Jenness at the high school to graft and grow root stock. Craig added that this will be a sustainable way to produce a virtually endless source of free trees for the city.
The council discussed how to distribute the trees, but settled on an initial plan to focus on one street/neighborhood at a time.
Police Chief Ryan Slater mentioned to the council that the Police Department’s TASERs are about five years old. The tasers are not rechargeable. Slater mentioned that he would make a request at the next meeting.
Martinsville City Council’s next regular meeting is scheduled for 7pm on Wednesday, May 13, 2026.
